CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 8/11/15
Present: Timothy Lovett, David Dempsey and Dennis Lynch
The meeting convened at 6:00p.m.

Town – Beartown Mtn Rd – RDA – install catch basin with sump at dam outlet (T. Lovett is the project manager)
Kenn Basler and Shawn Tryon were present to review the project details for installing a catch basin with sump near the outlet of the dam.  The Commission approved the project as a N2.

For Discussion:
Kenn and Shawn came in to discuss RT 23 and the River Rd area.  They have met with Chris Blair about this (who has since retired from the Commission).  There is a small seasonal brook that runs under RT 23 and the current culvert is caving in and becoming dangerous.  Chris suggested that an Emergency Order should be filed; they will most likely file for it at the Commission’s next meeting.  The Commission also suggested that the town should consider filing a blanket NOI to cover small projects such as these.
Kenn and Shawn also updated the Commission on the invitation to bid that has been advertised searching for the fabrication of a new, wider temporary bridge for New Marlboro Rd. which should be here sometime in during  October.  This new bridge will be constructed  to avoid any impact to Rawson Brook
3 Carl’s Lane: The Commission made a site visit the other day and requested that a representative of the project come in.  Present was Roman Montano, the general contractor, to review the proposed cart path on the steep slope.  The Commission wants to  reduce both the width of the proposed  15ft  cart path and to reduce the number of switchbacks going down to Lake Garfield.  Roman explained that the design intent doesn’t always match the construction feasibility.  Roman’s hope is that the path will fall under the canopy and will not be scene from the lake.  The project files were reviewed  to ensure consistency with the Natural Heritage  recommendations.  The next steps are to get the green light to  remove several  trees that are in the way of getting the construction vehicles down  to the lake. The project will be conducted in several phases with each phase being approved by the Commission to reduce the impact to the steep slope and to minimize the number of trees removed.
Dave updated the Board on a complaint we received about tree work being done by the lake (Seven Arts area).  Dave made a site visit and confirmed that the tree that was being taken down was in fact dying.
72 Tyringham Rd: The owner sent in a letter requesting an amendment to his RDA which has been approved by the Building Commissioner.  The Commission approved the replacement of piers that he hadn’t originally planned.
Northwest Cove Rd: SK Design Group sent in a letter advising the Commission that with regards to the NOI they filed in 2011 – the client has reduced the size of the proposed house and work area from what was originally submitted.  Since the work area is smaller the Commission did not see any reason that refiling would be necessary.
The Commission discussed the need for some type of official identification cards for when site visits need to be made.
